In relation to a few problems in our western conferences the following actions were taken by the 1963 General Board of Administration and approved by the 1965 General Conference:

The issue arose again in the early 1970s and as a result the following paper was presented at the 41st General conference:

In regard to the previous document the following resolution was adopted by the 41st General Conference:

 "The document in the workbook on the Holy Spirit and the study paper by Kent Maxwell shall be referred to a study committee to be appointed by the Executive Committee of the General Board of Administration. The committee shall report to the General Board of Administration in its Spring 1974 session. the General Board of Administration shall have the power to act."
